    What We're Doing - You Can Help US Make CHANGE!

    BALTIMORE XCEL PROGRAM (BXP): Investigating, identifying, prioritizing, and creating solutions for vacant and problem properties.

    Action Baybrook's Baltimore Xcel Program (BXP) applies coordinated investigation and stepped action plans to remediate vacant and problem properties and to support current homeowners to prevent displacement and vacancy.

    • Do you have a problem property in your block? Squatters? Irresponsible landlords? Illegal dumping? Email us at info@actionbaybrook.org and we will do our best to work with you to resolve the problem.
    • Call 311, go to the 311 website on your computer, or use the 311 app on your phone to report these problems.  Email us the 311 Service Request (SR) number and describe the problem. We can monitor 311 reports and actions taken to solve the problem reported.
    • If you see a crime being committed please call 911 and report it.  These 911 (and 311) calls help our community get more resources.

    VACANTS TO HOMEOWNERS (V2H): Transforming vacant properties to affordable homeownership

    Action Baybrook's V2H Program acquires and rehabilitates priority vacant properties, transforms them into beautiful homes, and sells them for affordable homeownership (80% AMI target). 


    ABB is in the process of acquiring several long-term vacants for rehabilitation in the Brooklyn neighborhood through and LDA with Baltimore City.


    V2H engages community partners, funders, and local non-profits to renovate problem vacants for sale to local homeowners at affordable prices.  

    ANNABEL RESILIENT HOMES PILOT PROJECT: Building affordable homes on vacant lots

    Action Baybrook's Annabel Resilient Homes Pilot Project will build new, affordable, energy-efficient homes for affordable homeownership on the vacant lots at 419-425 Annabel Ave. 


    The project is in the design phase, and we aim to complete it by the end of 2026. 


    The long-term goal of this project is to make it replicable and scalable to produce more affordable homes on vacant lots, including for infill development. 

    CREATING PATHWAYS TO REMEDIATION: Concrete plans for remediating and redeveloping environmental hazard properties

    Through the Action Baybrook's Creating Pathways to Remediation (CPR) Program, ABB creates concrete plans for remediation and redevelopment of environmental hazard properties. 


    ABB plays a key role in stakeholder coordination, community visioning, and partnership building that would allow for remediation and implementation of a community-approved plan. 


    ABB has been working towards remediation and redevelopment of the 18-acre brownfield at Potee & Garrett streets. 

    THRIVING HOMEOWNERS AND RESIDENT INVESTMENTS FOR VALUED EQUITY (THRIVE): Holistic support to residents to preserve and promote homeownership

    Action Baybrook's THRIVE Program provides holistic support to residents to preserve and promote homeownership. ABB understands that vacancy reduction has to be coupled with vacancy prevention to make our work effective and long-lasting. 


    ABB has been building collaborations with a variety of service providers who can support current and future homeowners, including in areas of financial education, tangled title, foreclosure support, homeowner tax credits, homebuyer education, legal services, case management, and homeowner repairs. 


    ABB is able to provide case management support to residents through our partnership with UMB’s School of Social Work. 


    SAFE & THRIVING COMMUNITIES: Building a strong Baybrook through community action, planning, and partnerships

    Action Baybrook's Safe & Thriving Communities Program focuses on building community and taking action together with residents and partners to create a Baybrook community in which residents can safely enjoy their community’s location, natural resources, and economic prosperity. Action Baybrook:

    • Works with area residents and businesses on community outreach and improvement.
    • Works with City Councilwoman Phylicia Porter, DPW, City agencies, and local communities to combat blight and reduce problem properties.
    • Works to hold problem property owners accountable by testifying and presenting community impact statements to judges, liquor board, prosecutors, and law enforcement.
    • Organizes Neighborhood Cleanups rotating between Curtis Bay, Brooklyn, and Brooklyn Park to keep our communities clean and attractive.
    • Participates in community meetings and initiatives to foster collaboration and uplift residents goals and concerns. For example, we are a community stakeholder of ENOUGH, the State of Maryland's initiative to reduce child poverty. 


    TECHNICAL ASSISTANCE

    Action Baybrook is a qualified Technical Assistance Provider for Baltimore's Vacant Reinvestment Initiative (BVRI). 


    Organizations awarded BVRI funds have access to qualified organizations, like ours, to support their work identifying, acquiring, and redeveloping vacant properties across Baltimore.
